Cars sat thru two entire cycles of the traffic signal at Walnut and Chestnut, on Chestnut, and the chestnut rotation never happened. Everyone had to go through the red light ultimately.

The first light should last as long as the next light onto rt 9. Instead the first light is about 7 seconds and only 3 cars get thru. Then it turns red and the second light is green for 30 seconds.
