According to Brookline Rec. dept website " a permit must be obtained from BRD in order to use a playing field ....." Is there some reason the barrage of volleyball teams exempt ???

Pls, all the signs about the park rules, mainly for dogs, are confuse. Where is consider the field and where is consider the playground? Which sign is the correct one? They contradict each other.
